Appointments made by the Governor in consequence of the transfer of Mr. Williger to Siam have been filled up by:
The Office of Chinese Magistrate held by H.H. Davies, who in 1851 acted as Protector in place of Protector Agent, previously held by M. Hilliger.
The Magistrate recommends that Mr. S.B. Mitchell – the Chief Clerk in the Harbour Master's Office with a salary of £250 a year – should be made Inspector of Police and Assistant Harbour Master with a salary of £400 a year, saving £50 a year.
The Governor concurs with this occasion, and it would in effect be only carrying out arrangements reported in 6033 as not being grade term arrangements until the return of Mr. Mitchell from England.
It will be observed in 6033 that he states that in consequence of a representation from the Harbour Master, (after Matthias), of the inefficiency of his department until Mr. Mitchell's return to the Colony, he has appointed Mr. W. Gunthorp at £250 a year (Mr. Pedder belongs to the Establishment) and Mr. J. Remedios at £100 a year. These were temporary appointments.
In the first place, with whom does the inefficiency of the Harbour Master's Department rest? 2. How is it that when Mr. Mitchell is on leave in England (he left in May, his leave of absence having expired, it being impossible to await his return) the duties were simply performed with Mr. Pedder as "locum tenens" for Mitchell?
